Step into a world of intrigue and strategic manipulation with A War of Whispers, a captivating competitive board game designed for 2 to 4 players. Here, the battlefield is not dictated by kings and queens; rather, it’s ruled by five powerful empires locked in a fierce struggle for domination.

But you’re not a ruler. Instead, you belong to a secretive society with the ultimate goal of shaping the war's outcome to your advantage. Your mission is to ensure that the empires you support emerge victorious, claiming the most cities by the end of the conflict.

At the beginning of the game, each player is dealt five loyalty tokens, which represent their allegiance to various empires. The action unfolds in a series of dynamic turns divided into four engaging phases:

1. Deploy Agents Phase: Strategically position your agents on crucial council spots on the board, skewing the empires’ decisions in your direction.

2. Empire Turns Phase: Watch as the empires react based on your deployed agents. Here, you can play cards you've gathered to further your hidden agenda.

3. Cleanup Phase: When the turn wraps up, the turn marker advances. Trim your hand down to five cards and prepare for the next round of action.

4. Swap Phase: Engage in subtle tactics by swapping two unrevealed loyalty tokens in turn order, strategically revealing them for the rest of the game to influence future outcomes.

This thrilling cycle of manipulation continues over four rounds, heightening the tension and shifting alliances until the grand finale. When the last turn ends, scoring will reveal the ultimate master manipulator. Will your chosen empires rise to glory, or will others outsmart you in the final moments?
